[ussuri][goal] Drop python 2.7 support and testing

OpenStack is dropping the py2.7 support in ussuri cycle.

Watcher is ready with python 3 and ok to drop the
python 2.7 support.

Python 2.7 support has been dropped. Last release of Watcher
to support py2.7 is OpenStack Train. The minimum version of Python now
supported by Watcher is Python 3.6.
