Remove InvalidParameterValue exception

The InvalidParameterValue exception does not define a meaningful
msg_fmt.  It is currently _("%(err)s"), which is the equivalent of
nothing and does not help with translation.

Replace InvalidParameterValue with Invalid exceptions.
