monascaclient was recently migrated to
use 'osc' library. Due to that, exception
classes has been changed. This commit adjusts
the exception class to recently released
monascaclient==1.7.0

I extracted some of the functionalities into helper functions
to reduce the length and complexity of build_query (in
watcher/datasource/ceilometer.py).
Additionally it became more readable as well, without
changing its functionality.
