d03e1d54bd add dependency for 3rd-party plugins 
In the base-setup.rst about 3rd-party plugins,
we should add the watcher dependency requirement.

This documentation is a pre-requisite to all plugin documentation
as it guides you through the creation of a project from scratch
instead of simply forcusing on the implementation of the plugin
itself.
