Vincent Françoise f665d83657 Added efficacy specification to /goals
In this changeset, I added the new Efficacy, EfficacySpecification
and IndicatorSpecification classes which are the main components for
computing an efficacy.

Partially Implements: blueprint efficacy-indicator
