Vincent Françoise 81765b9aa5 Added /strategies endpoint in Watcher API ...

In this changeset, I added the /strategies endpoint to the Watcher
API service.
This also includes the related Tempest tests.

Partially Implements: blueprint get-goal-from-strategy
