Alexander Chadin 6dfeeb7359 Adapt Watcher to Python3.7 ...

There are some issues with bundle of eventlet, taskflow and
apscheduler on Python 3.7.
According to [0], replace ThreadPoolExecutor with
GreenThreadPoolExecutor
