The watcherclient-tempest-functional job is broken for stable branches since python-watcherclient in stable/stein does not support microversions but that is what the tempest plugin is using when executing commands [1]. Since the job is non-voting in stable anyway we are not losing anything really, and fixing the job in stable would be complicated, so we just remove it here.
